What is the difference between a “project developer” and “project coordinator”?

A project developer is responsible for the creation of the project and its documentation during the registration process. A project coordinator is responsible for the ongoing management of the project after registration. These two roles can be allocated to two separate organisations, the same organisation, or a combination of multiple organisations.
